Business Development Manager – Federal Construction

We are seeking a Business Development Manager with experience in federal construction markets, specifically supporting agencies such as DOE, DOD, and other federal clients. This role requires someone who understands federal procurement, capture strategy, and relationship development, and who can lead efforts to secure new work aligned with company growth objectives.

 

Key Responsibilities


  • Identify, develop, and pursue federal business opportunities in alignment with the company’s Business Plan

  • Lead and actively participate in capture strategies for DOE, DOD, and other federal prospects

  • Build and maintain strong relationships with federal agencies, prime contractors, and teaming partners

  • Develop and execute win strategies, including teaming, pricing, and positioning approaches

  • Coordinate and support proposal development, including win plans, schedules, and budgets

  • Lead meetings, presentations, and negotiations with federal clients and partners (~60% travel required)

  • Stay informed on customer programs, technical requirements, and long-term capital plans

  • Monitor competitor activity, including pricing strategies and market positioning

  • Collaborate with internal stakeholders to align resources and execute capture efforts

  • Support contract negotiations and ensure alignment with corporate approvals and requirements

  • Leverage executive relationships to strengthen positioning and expand federal market presence

 

Qualifications


  • 6+ years of federal business development experience within construction, heavy civil, or industrial markets

  • Proven track record of developing and winning federal work (DOE, DOD, or similar agencies)

  • Strong relationships with federal agency representatives, program managers, and teaming partners

  • Experience with capture management, proposal development, and federal procurement processes

  • Bachelor’s degree preferred (Engineering, Construction Management, Business, or related field)

  • Strong communication and presentation skills with the ability to influence decision-makers

  • Ability to manage multiple pursuits simultaneously and meet deadlines

  • Knowledge of heavy civil and industrial construction capabilities and project delivery methods

  • Strong organizational and strategic planning skills

  • Must have a valid driver’s license

  • Must be a U.S. Citizen

  • Must participate in pre-employment and random drug screening program
