Job Description and Duties

Under the direction of the Supervisor II with the Division Initiatives and Strategic Coordination Team in the Personnel and Payroll Services Division (PPSD), the incumbent is responsible for leading multiple complex projects, cases, programs, or assignments. The incumbent is expected to performs a wide variety of more critical/responsible analytical assignments related to the maintenance and enhancement of self-service portals (Cal Employee Connect (CEC) and ConnectHR) linked to the Uniform State Payroll and Employment History systems. Assignments include responsibilities for impact analysis, business process analysis, assessment of user needs, coordination of payroll processes, report generation, program evaluation, and consultation on existing systems, problem resolution and creation of new capabilities, and communication and outreach to internal and external customers and business partners.

Duties Performed:

  • Act as a project lead/facilitator to coordinate projects involving various internal and external stakeholders such as governmental agencies; and provide consultative services and recommendations to management and others.
  • Perform analysis to develop requirements for enhancements to self-service portals for state and California State University (CSU) employees and Human Resources (HR) staff, including defining objectives, identifying outputs, clarifying user needs, developing system descriptions and estimating costs.
  • Consult with stakeholders to ensure cooperation and acceptance of system changes/modifications.
  • Provide mailbox (CEC and ConnectHR) coverage, assess and respond to all user inquiries via email.
  • Review and analyze proposed solutions to determine the impact on existing programs. Perform impact analyses and problem resolution, develop alternative solutions, prepare reports with recommended approaches, and implement recommendations.
  • Compose system service requests, develop test plans, perform system testing, develop and document business processes and procedures and prepare various communications to internal and external stakeholders.
  • Conduct training and user group sessions with end users through initial implementation and during ongoing system enhancements.
  • Work directly with subject matter experts and control agencies to plan, organize, and develop an implementation work plan. Develop external and internal procedures for the Division and its clients. Work collaboratively with the Change Control Management and Communications teams to develop strategies for communication plans, including documenting and monitoring business processes, rules, metrics, standard procedures, and proposing solutions and potential alternatives.
  • Document and develop desk manuals and create training plans for the various PPSD programs, change management, monitoring the issue and escalation process, workaround processes, and assisting with the Legislative bill tracking.
  • Research, review, and develop business process guidelines and procedures to ensure the effective and efficient operation of the employee self-service portal. Perform independent analysis to define problems and issues as well as to identify appropriate resolutions. Track trends and make recommendations to management.
  • Represent SCO on focus groups, task forces, internal meetings and facilitate work groups.

Working Conditions

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99. 

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies. 

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
